About Africa Trade Policy Research Hub (ATPR)

The Africa Trade Policy Research Hub (ATPR) is a non-partisan, pan-African research institution dedicated to advancing evidence-based trade policy across the African continent. We operate at the intersection of trade law, policy analysis, economics, and governance.

ATPR was established in response to a critical need: Africa's participation in global trade must be guided by rigorous, locally-grounded research and policy insight.

We exist to equip African governments, institutions, and practitioners with the research, analysis and capacity they need to negotiate and implement trade agreements that serve Africa's development interests.

Founder's Profile

Chukwuemeka Okafor

Executive Director and Founder, ATPR

Dr. Chukwuemeka Okafor is a trade policy lawyer and researcher with over 15 years of experience advising African governments, regional economic communities, and international organisations on trade law and policy matters. He holds a PhD in International Trade Law from the University of Pretoria, an LLM from the University of Ghana, and a BCL from the University of Nigeria. He founded ATPR to anchor Africa's trade policy research agenda firmly on the continent.
